City of Folsom Police Chief Rick Hillman was sworn into his role on April 23, 2018. He leads a full-service police department of 79 sworn officers and 27 professional staff, providing service to approximately 80,000 residents living in our 30-square-mile city. Along with patrol and investigative divisions, the Folsom Police Department provides its own dispatch, records, and front desk services. The Folsom Police Department maintains a SWAT team, a motor unit, a mounted enforcement detail, K9 officers, bicycle patrol, school resource officers, and is supported by a robust volunteer program (CAPS-Citizens Assisting Public Safety). In addition, the Folsom Police Department works diligently to secure its low crime rate while delivering excellent customer service.

Chief Hillman began his career with the Folsom Police Department in 1995 after serving as a police officer with the Placerville Police Department. Hired as an officer, he worked his way through the ranks. He held assignments in both patrol and investigations. As an officer, Rick was assigned to the K9 unit and had ancillary duties in SWAT and field training. His supervisory positions included patrol, investigations, professional standards, and internal affairs.

Rick has received recognition as Supervisor of the Year and was awarded a Unit Citation for his work with the K9 team. As a commander, he led the operations bureau. This bureau represents all uniformed personnel, including patrol, traffic, commercial enforcement, K9 unit, mounted enforcement detail, animal services, school resource officers, and the community crime suppression unit. In 2016, he received a lifesaving award for performing CPR on a drowning victim.

Chief Hillman holds a Bachelor of Science in criminal justice management from the Union Institute and University. He has acquired intermediate, advanced, supervisory, and management certificates from the California Commission on Peace Officers Standards and Training. He is a graduate of the Sherman Block Supervisory Leadership Institute (class 235) and a member of the International Association of Chiefs of Police and California Association of Tactical Officers. Rick is president of the Central Sierra Police Chief’s Association, a board member of the California Police Chiefs’ Association representing Region 4, and an appointee of Attorney General Xavier Becerra to the California Law Enforcement Telecommunications System Advisory Committee.
