City Sets Public Hearings to Transition to By-District Elections

Public hearings to transition to by-district elections for the Folsom City Council will begin September 14 and continue through January 11, 2022.

After weighing potentially high litigation costs, the Folsom City Council approved a resolution at its July 27 meeting declaring its intent to transition to a by-district election system for electing future Folsom City Councilmembers. Learn more about this decision by the City Council.

The required five public hearings will take place during the regularly scheduled Folsom City Council meetings at 6:30 p.m. on September 14, October 12, November 9, December 14, and January 11. The meetings will be held in the Council Chambers at 50 Natoma Street, Folsom.

The process for establishing districts is controlled by federal and state laws, including data from the federal census. The city has hired a professional demographer to assist in the creation of proposed district boundaries based on demographics and input from Folsom residents. 

The September 14 and October 12 public hearings will inform the public about the districting process, present options, provide the public an opportunity to weigh in on district composition, and receive community input.

Next, draft district maps will be drawn, and the public hearings on November 9 and December 14 will provide an opportunity for public input regarding the content of the draft maps. The draft maps will be published at least seven days before the public hearing on November 9.

At the January 11 hearing, the City Council will take action to adopt a district map and introduce an ordinance that establishes by-district elections. City Council meetings and public hearings are open to the public.

Current City Councilmembers will remain in office through the expiration of their current terms.

The city anticipates that the by-district election system for electing future Folsom City Councilmembers would begin with the November 2022 General Municipal Election.
