The Ad Hoc Committee was established in March 2019 by City Council Resolution 10253 for the purpose of working with stakeholders on possible solutions for the Historic District parking issues. The Committee of 11 met monthly for one year to identify issues, evaluate and discuss potential solutions, and to provide recommendations to the City Council to address existing parking problems in the Historic District.

The Committee’s Problem Statement:

Employees, patrons and visitors to Historic District destinations are occupying on-street parking spaces in the adjacent residential areas throughout the day and into the early morning hours, resulting in constrained parking options for residents along with many associated nuisance factors which adversely impact residential quality of life.  Specific areas of the residential district experience different and sometimes greater impacts, depending on their proximity to Sutter Street.

The Ad Hoc Committee recommendations were compiled in a Report to Council dated June 1, 2020. That report includes both short- and long-term parking solutions (ranked by high or low priority), as well as ongoing and existing solutions.

City Council thanked the Ad Hoc Committee for their work and recommendations, then directed City Staff to commence work implementing parking solutions and returning to City Council for input and approval as appropriate. City Staff have been meeting monthly to discuss recommended parking solutions, near term tasks, and next steps toward implementation. Current tasks and status are listed in this implementation matrix, which will be updated at least quarterly.

City staff will present quarterly updates to City Council on the implementation actions taken over the most recent quarter, highlighting important ongoing items and actions. Staff reports and presentations for those quarterly updates are as follows:
