City Council Seats Up for Election November 2024: District 2 and District 4  (see below for more details regarding ending and continuing terms and term limits)

The Residents Supporting Public Safety and Quality of Life Committee has petitioned, through a local citizens initiative, that the following Measure be placed on the November 5, 2024 ballot:

Councilmember Terms Ending: The terms of Councilmembers YK Chalamcherla and Rosario Rodriguez, who were both elected to four-year, at-large terms in 2020, will end in November 2024. At the November 2024 election, Councilmembers representing District 2 and District 4 will be elected to four-year terms. 

Councilmember Terms Continuing:  The terms of Councilmembers Mike Kozlowski (District 1), Sarah Aquino (District 3), and Anna Rohrbough (District 5), who were elected to four-year terms in 2022, will continue their terms until November 2026. At the November 2026 election, Councilmembers representing District 1, District 3, and District 5 will be elected to four-year terms.

Term Limits: Councilmembers are limited to serving four consecutive 4-year terms.  Councilmembers may run for City Council again after a period of 4 consecutive years have elapsed since their last service on the City Council (voter-approved Measure C, 2018).  This term limit does not apply retroactively, but rather applies to terms served from 2018 forward.

2024 Nomination Period:  The nomination period will open July 15 and will close August 9.

Financial Disclosure Requirements for Candidates Candidates are required to disclose personal and campaign-related financial information.   All statements filed are a matter of public record.   Please keep in mind that financial rules are strictly enforced by the FPPC Enforcement Division, and violations can result in criminal prosecution, civil action by the public, and administrative sanctions.

Campaign Contribution Limits - In June 1994, Folsom voters passed Initiative Measure V imposing a $150 limit on contributions to campaigns for city council and restricting campaign loans and credits.    

City of Folsom Campaign Sign Regulations - Campaign signs may not be placed earlier than 60 days before an election and they must be removed within seven days after the election.

Seats Up For Election in November 2024:  District 2 and District 4
Seats Up For Election in November 2026:  District 1, District 3, and District 5

How this impacts candidates and voters: Under the by-district election system, only registered voters residing in a Council District may run for City Council for that District, and only registered voters residing in the candidate’s District may vote for that candidate.  The City will continue to have five Councilmembers, each serving a 4-year term.

In California, the deadline to register to vote is 15 days before election day.  In Sacramento County, voters may utilize the Conditional Voter Registration option, which extends the deadline to 14 days before and on election day at any vote center in Sacramento County.  To register to vote in California, you must be:

• A United States citizen and a resident of California;
• 18 years old or older on election day;
• not currently serving a state or federal prison term for the conviction of a felony; and
• not currently found mentally incompetent to vote by a court.

Registration is permanent, and a new affidavit of registration is necessary if you have changed your name, address, or wish to change your political party affiliation.

To request an Accessible Vote by Mail (AVBM) ballot, visit Sacramento County's webpage or call 916-875-6155.

All registered voters in Sacramento County will receive their official recall ballot in the mail beginning thirty days before the election. If you do not receive your ballot or if you need a replacement ballot, call Sacramento Voter Registrations at 916-875-6155 or email vbm@saccounty.net.

Accessible Vote by Mail - Voters can request and receive access to the Accessible Vote by Mail (AVBM) system.  The County of Sacramento has selected Democracy Live to provide this service.  The AVBM system allows voters to download and mark their correct ballot privately and independently using their own assistive technology, print their marked ballot, and mail it to the Elections Office to be counted.

This video provides more information on the AVBM system. All registered voters in Sacramento County are eligible to use this system pursuant to California Elections Code section 3016.7.

You can now track your ballot through the Secretary of State's new Where's My Ballot? system. Sign up at WheresMyBallot.sos.ca.gov to receive automatic email, text or voice call notifications about when your ballot is mailed, received and counted.

By Mail

Ballots returned by mail can only be accepted if postmarked on or before Election Day and received within 17 days after Election Day.

Ballot Drop Box

Voted ballots may also be placed in any of the secured Ballot Drop Box locations throughout Sacramento County. Beginning 30 days before an election, there will be a Ballot Drop Box inside Folsom City Hall, 50 Natoma Street, available to the public 8 a.m. to 5 p.m. Monday through Friday.

Vote Center

Vote Center locations are set by Sacramento County Elections Department and will be provided by the County prior to the election. 

All Vote Centers will be open from 7 a.m. to 8 p.m. four days prior to and including Election Day, and some of the Vote Centers will be open up to 11 days prior to and including Election Day. Voters can visit ANY Vote Center in the county to drop off completed ballots OR they can vote in person. The Vote Centers provide accessible voting devices, language assistance, and offer eligible residents the ability to register to vote and update their registration. Long lines are anticipated at Vote Centers on Election Day -- please vote early!
