Governance Manual updated April 2023
A governance manual is a helpful tool that outlines the City Council and City Manager's effective governing process norms. The manual establishes uniform standards that help form governance norms and provides clear guidance in procedural areas of uncertainty. 

It benefits the city and the community by:

  • Explaining roles and responsibilities.
  • Clarifying specific processes.
  • Documenting governing protocols.

Code of Ethics and Conduct for Elected Officials, Commission and Committee Members
The Folsom City Council believes that residents and businesses are entitled to fair and accountable local government and representation from public officials who behave ethically. In 2006, the City Council adopted this Code of Ethics and Conduct for elected officials and members of appointed commissions and committees to inspire public confidence in the integrity of local government and its effective and fair operation. This Code of Ethics applies to designated public officials and City Council candidates.

Folsom City Council Meeting Rules of Conduct - Council Resolution No. 9689 - December 8, 2015 
The Folsom City Council conducts its meetings in public, consistent with state law and according to a long-established agenda process. The City Council established the rules for the conduct of its meetings, proceedings, and business.
