At its Tuesday, July 27, 2021 meeting, the Folsom City Council adopted a resolution of intent that starts the process to transition the city from at-large elections to by-district elections.

The process for establishing districts is controlled by federal and state laws, including data from the federal Census. The city is required to identify the number of districts, adopt a map, determine the election sequencing, and hold a minimum of five public hearings.

Requirements for public hearings to create districts:

  • Two public hearings will be held to receive public input and discuss the composition of the voting districts before proposed district maps can be drawn.
  • Two additional public hearings will be held to receive public input on the proposed district maps, with the maps published at least seven days before consideration by the City Council.
  • A final public hearing will be held to introduce an Ordinance establishing by-district elections, with the Ordinance taking effect thirty days after the second reading and adoption.
