City Human Resources Director Named

Folsom City Manager Elaine Andersen announces the promotion of Allison Garcia to City of Folsom Human Resources Director, effective September 16.

As Human Resources Director, Garcia will oversee the city’s recruitments and hiring, benefits administration, employee and labor relations, risk management programs, and policy development.

"Allison is a talented, responsive, capable, and empathetic leader with a proven track record in human resources and labor relations," said Andersen. "We are incredibly fortunate to have Allison at the helm of this valued department as she leads our human resources operations and activities."

Garcia previously served as the city's Human Resources Manager since 2021. 

She brings more than 20 years of human resources experience to Folsom. She has worked in private and public sectors, including higher education, sports and entertainment, and software development.

The City of Folsom employs nearly 475 full-time individuals serving the Folsom community. The Human Resources Department is responsible for the recruitment, retention, and development of employees; labor relations; health plan and benefits administration; and risk management.

Garcia holds a Bachelor of Science degree in business administration with a concentration in management of human resources and organizational behavior from California State University, Sacramento. She lives in Folsom and enjoys paddleboarding, gardening, and spending time with her family.
