California Assembly Bill 341 requires businesses that generate four or more cubic yards of waste per week and multifamily complexes of five (5) or more units to have an established recycling program. The law applies to a variety of businesses and agencies including strip malls, government offices, schools, nonprofits, and others. California Assembly Bill 1826 requires certain qualified businesses to separate and recycle organic material generated on the premises. Learn more on our Mandatory Organics Recycling page.

The city provides services and information to assist residents and businesses in complying with current state and local construction and demolition debris recycling requirements.

State law requires that certain covered projects must recycle or reuse 65% (by weight) of all construction and demolition debris generated from their project(s).

The following projects are subject to this requirement:

• Residential: any new residential construction and any permitted residential construction that increases livable (conditioned) space, or any permitted demolition projects.
• Non-residential: any permitted new construction or additions greater than or equal to 1,000 square feet, or tenant improvements, construction, renovation, and alteration projects equal to or greater than $200,000 in valuation. And any permitted demolition project.
