Due to increasing COVID-19 case rates, the State of California announced today that 11 counties moved back to more restrictive tiers in the state's coronavirus reopening system, including Sacramento County.

Sacramento County moved back into Purple Tier 1, the most restrictive tier in California's Blueprint for a Safer Economy, a roadmap for reducing COVID-19 in the state with criteria for loosening and tightening restrictions on activities.

Effective at noon Friday, November 13, an amended Sacramento County Health Order will align with the State's Purple Tier 1 for allowable activities, which closes certain indoor operations or reduces operational capacity.

The following sectors are permitted for outdoor operations only:

• Restaurants
• Wineries
• Playgrounds and recreational facilities
• Places of worship (maximum 25% capacity or 100 people, whichever is fewer)
• Museums, zoos, aquariums
• Movie theaters (maximum 25% capacity or 100 people, whichever is fewer)
• Gyms and fitness centers
• Family Entertainment Centers (e.g. bowling alleys, miniature golf, batting cages, kart racing, and arcades)
• Cardrooms, satellite wagering

Bars, pubs, brewpubs, and breweries may operate outdoors if they are offering sit-down, outdoor meals. Outdoor operations may be conducted under a tent, canopy, or other shelter so long as no more than one side is closed.

The following sectors are permitted for indoor operations. These sectors must still maintain mitigation measures (social distancing, face coverings, and sanitization).

• All retail (maximum 25% capacity)
• Critical infrastructure
• Hair salons and barbershops
• Libraries (maximum 25% capacity)
• Nail salons and electrolysis operations
• Personal care services (e.g. body waxing, estheticians, tattoo, massage)
• Professional sports (without live audiences)
• Shopping centers (e.g. malls, destination centers, swap meets, excluding food courts and common areas) (maximum 25% capacity)

In alignment with Purple Tier 1, bars, breweries, and distilleries are prohibited from operating, with the exception of those serving sit-down, outdoor meals.

City of Folsom Services and Facilities

In response to the new state directive and county public health Orders, the City of Folsom announced changes to its programs and amenities.

Folsom City Hall remains open to the public during regular business hours. City services are operating as usual, including police, fire, ambulance, garbage, recycling, planning, inspection, and permitting services.

Closed facilities, effective Friday, November 13 until further notice:

• Indoor amenities at the Andy Morin Sports Complex will be closed. Outdoor sports conditioning will be allowed.
• The Gallery at 48 Natoma will be closed. Private tours are unavailable until further notice.
• The Folsom Senior Center remains closed.

Open facilities:

• The Folsom City Zoo Sanctuary is open 10 a.m. to 4 p.m. Friday through Sunday, with admission by advance ticket purchase only.
• The Folsom Public Library remains open. Visits are limited to one hour, and capacity is limited to ensure safe social distancing.
• The Folsom Skate and Bike Parks at Cummings Family Park remain open.
• The Steve Miklos Aquatic Center is open for morning and evening lap swim, team practices, and aquacise.
• Folsom's city parks and recreational trails are open to the public. Structured or organized games, scrimmages, leagues, and tournaments are prohibited. Park and trail users must maintain social distancing at all times.
• Park amenities that are open to the public include tennis, 2x2 volleyball, bocce ball, ball walls, and single/double pickleball.
• FIDO Field Dog Park is open daily, from 7 a.m. to one hour after sunset. Note that the dog park is closed to the public every Wednesday for maintenance.
• Holiday break camps for kids and teens that take place outdoors will continue as planned. After-school programs and preschool/kindergarten readiness classes will remain open.
