Sacramento County Returns to the Red Tier, Easing Restrictions for Specific Industries and Activities

Sacramento County moved out of the most restrictive Purple Tier to the Red Tier within California’s four-tier, color-coded Blueprint for a Safer Economy effective Wednesday, March 16.
Sacramento County Public Health has issued the March 16, 2021 Public Health Order to reflect the move to the Red Tier. Moving from the purple tier into the red tier for the county means the following sectors may open for indoor operations: 
  • Restaurants are allowed to open indoors with 25% capacity or a maximum of 100 people, whichever is fewer.
  • Retail establishments are allowed to open indoors at 50% capacity. Grocery stores can open at 100% capacity.
  • Movie theaters are allowed to open indoors with 25% capacity or 100 people, whichever is fewer.
  • Gyms and fitness centers are allowed to open indoors with 10% capacity.
  • Places of worship, museums, zoos, and aquariums can open indoor activities at 25% capacity. 
  • Libraries can open for indoor services at 50% capacity.
  • Bars and pubs may operate indoors with 25% capacity or 100 people, whichever is fewer, if they offer sit-down meals. Breweries, wineries, and distilleries that do not serve meals may open outdoors only with modifications. The modifications include ensuring that patrons have reservations, table seating, and observe a 90-minute time limit. Service for on-site consumption must end by 8 p.m.
  • Critical infrastructure, entertainment production, studios, broadcast, hair salons, barbershops, hotels and lodging (maximum 10% capacity for fitness centers), nail salons, electrolysis operations, personal care services (e.g., body waxing, estheticians, tattoo, massage), and professional sports without live audience may open for indoor operations with mitigation measures (social distancing, face covering, and sanitization).

City of Folsom Services and Facilities Update
 
In response to the new state directive and Sacramento County Public Health Orders, the City of Folsom announced updates to its programs and amenities.
 
Open Facilities:
  • Andy Morin Sports Complex reopens to the public at 10% capacity Tuesday, March 23. Hours of operation will be 10 a.m. to 9 p.m. Monday through Friday.
  • Available amenities: drop-in table tennis, pickleball, basketball, and batting cages; and rentals for the pitching tunnel, soccer field, and basketball courts. Batting cage users must supply their own equipment (bat and helmet). All organized rentals must submit a Return to Play Guidelines Plan for staff review and approval.
  • Face masks/cloth face coverings are required to enter and must be worn at all times inside the sports complex, and social distancing must be maintained. Staff will be monitoring to ensure that the required COVID-19 mitigation measures are maintained at all times and will frequently sanitize high-touch areas in the facility.
  • The Folsom Public Library is open for “Grab and Go” services to facilitate quick, safe visits to browse and pick up hold items. Visits to the Library are limited to one hour, and the number of library guests is capped based on building capacity to ensure safe social distancing. Face coverings are required to use the Library and must be worn at all times.
  • The Folsom Public Library is open from noon to 6 p.m. Tuesdays and Wednesdays, and from 10 a.m. to 4 p.m. Thursdays through Saturdays. A one- hour block each week from 11 a.m. to noon on Wednesdays is reserved for seniors and the medically vulnerable. The book return is open 24/7. Returned items are quarantined for 24 hours prior to check-in.   • The Folsom City Zoo Sanctuary remains open 10 a.m. to 4 p.m. Friday through Sunday; advance online ticket purchase required for entry.
  • The Folsom Skate and Bike Park remains open 3:30 to 7:30 p.m. Monday through Friday; 1 to 8 p.m. Saturday; and 1 to 6 p.m. Sunday. Spring break hours are 1 to 8 p.m. daily March 29 through April 3.
  • The Steve Miklos Aquatic Center remains open for lap swim from 11:30 a.m. to 1:30 p.m. Monday through Saturday for pass-holders or on a drop-in basis.
  • The Folsom Senior Center, Folsom Art Center, and tours at the Gallery at 48 Natoma remain closed.
    • The gallery offers in-person retail shopping hours throughout the duration of each current exhibit. Drop-in retail shopping hours are available from 11 a.m. to 1:30 p.m. Tuesdays and Fridays. Shopping appointments are also available between 9 a.m. and 4 p.m. Monday through Friday; to reserve a time call 916-461-6601.
    • Masks must be worn at all times while waiting to enter and inside the building. Shoppers will be limited to a maximum of 10 inside the building at a time to ensure adequate space for social distancing. As public health guidelines evolve, program and event details may change as well.
 
Schools and Organized Sports
Additionally, schools in all grades may reopen for in-person instruction after publicly posting their COVID-19 Safety Plan. Schools conducting in-person instruction must maintain mitigation measures, including social distancing, face coverings, and sanitization, in compliance with school guidance from CDPH and Sacramento County Public Health.
All organized youth and adult recreational sports, including school- and community-sponsored programs and privately-organized clubs and leagues, must abide by youth and adult sports guidance from CDPH and Sacramento County Public Health. Low-contact, moderate-contact, and high-contact sports are permitted with adherence to the specific mitigation measures and requirements. Inter-team competitions are permitted for allowable sports. Tournaments or competitions involving more than two teams are prohibited.
