California's Low Income Household Water Assistance Program (LIHWAP) offers financial support for qualifying households. This program helps pay current and past due water and sewer bills. If you are already participating in Cal Fresh, CalWORKs, or the Low-Income Home Energy Assistance Program (LIHEAP), you are income-qualified for LIHWAP. Other low-income households may also be eligible. Please note that LIHWAP is a federally funded program administered by the California Department of Community Services and Development, not the city.
