Planning a Resilient & Reliable Water Future

Folsom Water Vision is a proactive initiative led by the City of Folsom to guide its water planning and management over the next 50 years. Investing in this planning process now will promote a more reliable, resilient, and sustainable water future for the Folsom community.

The city currently relies on Folsom Reservoir for 100 percent of its drinking water supply. Groundwater is not readily available because the city sits mostly on granite rock. While the Folsom reservoir and the city’s historic water rights have provided a high degree of water reliability, warmer winters, more intense droughts, and evolving environmental regulations, amongst other factors, are driving the city to evaluate its water supplies and supply infrastructure.  

Resilience is the ability of the water system to handle catastrophic events and major infrastructure failures.

Reliability is the ability of the water system to consistently provide water during droughts and changes to climate.

There is no immediate risk to our drinking water supply, as the city has sufficient water rights to supply water into the future, but Folsom’s leaders are being proactive by starting this long-term planning effort now.

To develop this long-term plan to manage our water resources, the city will undergo a rigorous technical analysis coupled with an open stakeholder input process. This process includes the following key steps:

  1. Evaluate the city’s existing water system and supplies (and identify its risks and opportunities)
  2. Screen potential new water supply sources.
  3. Develop and evaluate several new supply portfolios designed to enhance long-term drinking water reliability and resiliency
  4. Define the recommended future water supply portfolio and develop a flexible roadmap to outline when and how this future portfolio will become the reality
  5. Include stakeholder input throughout this process

The city will host a series of workshops in 2024 about Folsom Water Vision. These will be open to the public. The first two meetings have been scheduled and are listed below. Both start at 6:30 p.m. and will last 90 to 120 minutes.

What is a Water Supply Portfolio? A water supply portfolio provides an accounting of where water comes from (one or more sources), who uses it, and to what degree it is used. It is a key tool in helping utilities or cities manage their water resources. 

Understanding the community’s needs and priorities for water resource management is vital to the success of this planning effort. Please take a short survey to provide input on Folsom's water supply. This input will assist in shaping the city's long-term water planning efforts. The survey concludes March 31.
